You can always just leave out the adverbs "越发" and "更加" and stick with 小丽比小芳漂亮。

 

小丽比小芳更漂亮:Xiǎolì is even more beautiful than Xiǎofāng.

This implies that both of them are relatively beautiful, but one is more beautiful than the other.

 

小丽比小芳漂亮:Xiǎolì is beautiful when compared to Xiǎofāng.

This implies that relative to the way Xiǎofāng looks, Xiǎolì appears to be beautiul.

(Keep in mind that Xiǎofāng's state of "beauty" is unknown here. Xiǎofāng may also be beautiful or she may be downright ugly. All you know is that the way Xiǎofāng looks is not as good as the way Xiǎolì looks.)

 

To put it in mathematical terminology:

 

When using ABCBC and A>B. (So, technically, Xiǎolì and Xiǎofāng could both be ugly, but Xiǎolì is still "beautiful" compared to Xiǎofāng, although I'm not sure you would actually use it in this manner.)

 

And when using ABCB=C and A>B.

It's wrong.

 

In most cases, '越发' is used in comparing the latter condition with the former one of the same object.

So you can say  '小芳越发漂亮了' which means she is more beautiful than before.

 

But you just want to compare these two girls so the correct sentence is '小丽比小芳漂亮'.
