What does this sign say?

Something's been obscured a bit, but it looks like 山東 臣辦筵席.

 

It always helps to give context when you want a translation. Where does this come from? (For example, if it's a caption to a photo of people dining, it would be something like "an official banquet arranged by a government minister in Shandong.")

The photo is also mirrored left and right.

I can't make out the obscured character at all, but if I were to take a blind guess it'd be 專辦筵席. A lot of restaurants advertise using this phrase that they specialise in banquets. Shandong would be either the location or the type of food the restaurant serves.
