Is this sentence right? 以打算過回王彬街(Ong Pin Street)消遣. I want the sentence to mean that I plan to return and while the time at Ong Pin Street.

You can use 消遣 as a verb, but not in your sentence. How did you come up with "以打算過回王彬街消遣" ? For what you want to say, I'd say something like the following:

我想回去王彬街逛逛.

(But I'm not a native speaker :))

This is the complete phrase: "看起來今天會是好天氣哦, 所以打算過回王彬街消遣! 再想吃最地道的中國美食. 有人想陪我去吃午餐嗎?" I don't want to use 想 because it feels redundant.

and... 打算 is not?

 

I would not include 過, but I don't see a problem with using 消遣. Did you live on 王彬街 before? I don't get why you can't just say 去 instead of 回?

No, but I go to China Town (Ong Pin Street) twice every week, that's why I wanted to say "I'd like to return there".

I think OP meant for 過 to go with 打算 like "plan + ed". But it just seems messy.

 

我打算回(一趟)王彬街(,在那裡)消遣(一會兒)

The original meaning of 消遣 is to kill time.
