First, make sure you understand all the words in this sentence. Failing an axe, try segmenting it at the function words (if that is the right term): 用研究试验工作成果/为有计划地/发展国民经济/和/多快好省地/进行生产建设/提供科学技术/的依据，是我国科学技术工作者/光荣而艰巨/的使命。 Once you've gotten an idea of what this sentence is doing grammatically, translate it as literally as you can, nevermind correct English grammar or fluency. After that, you can polish it until you have something that resembles good English. Don't be afraid to split it up into more than one sentence. I hope that helps a bit.
