Hi, I was wondering in an exam situation, when I am done with my part if I can say 我说完了, 你们有问题吗? or does the 说完了 sound Rude?

In my experience don't speak unless spoken to unless you are instructed to "go free style".

 

No point making any unnecessary mistakes or appearing to be trying too hard.

 

Just give a small smile.

“说完了” is fine.

 

Something like “好了,说完了,您[两/三 etc.]位有问题想问吗?”, or simply “好了,说完了” would work well.

Maybe a bit rude in some situations but certainly unnecessary in all situations.

It's a good marker that you've finished what you want to say, no need for awkward silences because you're too scared to make that fact clear. I'm not sure who would perceive it as "rude", it's a simple statement of fact.

 

You could switch it out for a simple “谢谢” if you want, that would serve the same purpose.
