This is a disclaimer for a financial TV programme which she has to say regularly so she's gotten quite skillful at speaking it. If you turn down the speed and listen she actually pronounced each character quite clearly (there is some slight slurring in 1 or 2 words). Natives don't speak this quickly normally but I think with some practice most people can (other people have tried it and uploaded their attempts to Youtube), still it is quite an impressive display I'd say. 林芷彤急口令(字幕版) https://www.youtube.com/watch?v=cdJyQYztL7U P.S.
