Folks, don't you think 'get legal advice' is a bit ambiguous? Am I right in saying that it just means as long as they have consulted lawyers? After all, lawyers are supposed to be the only ones who can give professional legal advice.

Does 'continue half way through the process' mean 半途而廢 or continue from half way through the process?

Yes, that is what it means.  "Get legal advice" strongly implies "consult with a lawyer licensed to give advice on the matter in question."

The sentence is somewhat awkward.  It would have been better to word it as "Part way through the process, the practitioner decided it was not appropriate to continue." or "The practitioner decided part way through the process that it was not appropriate to continue."  All three mean the decision was taken part way through and so the same as 半途而廢.
