Framed plaque with text

A neighbor showed it to me, she knows nothing of its provenance except that someone in the family bought it in Europe many years ago ... It seems a few of the characters have undergone a bit of erasure and are difficult to make out ... The seals in the upper right and lower left are almost obliterated ... Below I give what I think I'm able to read, but the sense of the whole isn't emerging, and partial string searches (mainly among poetic texts) haven't yielded any leads ...
