What function does 的 have in the following sentence?

 

他是二年级,知道的总是多一点。

He is a sophomore; he will invariably know a little more (than you).

 

I've never seen 的 after a verb in such case, only verb+的+时候。

 

Also, wouldn't it be better to say “他是二年级;。。。”

verb的 means "what one 'verbs'", so if the verb is "know", then know的 means "what one knows".

 

In formal Chinese, there is often a 所 before the verb - 所知道的.

 

In certain phrases, 所 is used without 的, for example 据我所知: according to what I know / as far as I know

De here implies ownership of the knowing, as so to speak.

'知道的'  what he knows is, '总是多一点' invariably more than (you).
In another way: 
知道 the knowledge 的 that he knows '总是多一点' is invariably more than (you).
