They just hoover their mouse on the words they want to be translated and then it gets translated. I am trying to broadcast myself on a Chinese website called huya.com, but I can't read Chinese and really need a translator. I can't copy and paste on Google translate because it is a program. Is there any program out there that can translate when I hoover my mouse over it? But if the characters are a picture as they often are on programs like your example then it won't recognise it. You can use a program like Pleco and draw in the characters with your finger on the screen of a smart phone or tablet or purchase the addon and use the OCR to capture a picture with the camera and it will translate it for you. Here is Pleco http://www.pleco.com/ The mouse over option will only work if the characters are actually a font and not a picture of a character. The characters are displayed using Unicode. I installed that feature and from then on the icon started to appear on my screen without me having to pay anything but I never really used it (i got rid of it some months ago because I wanted space on my screen but I remember I could check definitions... not that sure though).
