"我说一点儿汉语" might be possible in a certain context (Oh, you want to know how good my Chinese is? Ok, 我说一点儿汉语) but if it's meant to mean "I can speak a little Chinese" then it's wrong. As for your question, I'd say it changes the meaning somewhat. If someone said 今天有点冷 that's fine, but if they said 今天冷一点 then I'd be expecting them to compare it to yesterday or something like that. (it's more like 经过学习，我有一点儿明白了 - after learning, i'm getting something about it) 我明白一点儿: I understand part of it. And the expression of "我有一点儿说汉语” is wrong, "我说一点儿汉语“ is the correct way of saying it.
