Quick translation for my seminar

Hey guys, 

 

I'm new here and I need help to figure out some things for my seminar at college. 

I'm writing a paper about exhaust air regulations and I was looking up air quality standards in China. 

I found a table of standards that are valid for various pollutants. But there are more than one result, so I don't know which one to use. 

 

In this table there are 4 words of which I need to know what they mean, so I can use this information. Unfortunately it is in a pdf document that uses images so I can't copy the text and translate it. I've been trying to find the relevant letters to recreate the word myself, but since I have no knowledge of Chinese what so ever and I don't know any person available right know that could translate it for me, I was wondering if you could help me.

 

 

 

 

The four words right on top of the numbers, are the ones I need a translation of.

The characters are 一级标准， 二级标准， 三级标准.

 

Left to right, "Primary Standard, Secondary Standard, Tertiary Standard," or "First Grade Standard, Second Grade Standard, Third Grade Standard," etc.

Thank you so much for your help and your quick response. Can you also tell me what the word above these three words means? Or does it just say standards?

The thing is, I just need help to figure out which numbers I can use. And I don't know if it means annually or per day or for a specific region or what so ever. So if anyone is willing to translate the other words on the vertical side of the numbers too, so I can read this table, I would be very grateful.
