Could anyone kindly explain to me the expression 扮猪吃老虎? A pig eats a tiger? Does it mean a black horse who emerges to fame and success out of everyone's expectation?

Not necessarily Cantonese.  It is used in the mainland and Taiwan as well (maybe not as common as in Hong Kong or Guangdong).  In some version of The Thirty-Six Stratagems 三十六計, the stratagem 假痴不癫 is called 扮豬吃虎 instead.
