Buy good (not too expensive) tea in BJ or HK?

Hi,

Does anyone know if it is better to buy tea in BJ or in HK? I gonna buy it for someone who is a big fan of kung fu cha. Looking for good not too expensive Oolong and some kind of Hong Cha (can't remember the name, but know it if I see it). At the moment in BJ, but next week in HK.
