And am I reading the chronology correct: you visited in 2008, then applied again in 2010 and were rejected. Now you'd like to apply again, but haven't yet done so. Is that correct?

A little correction, I visited in 2009, and then applied in 2011 and got rejected..haven't applied since then..But I asked one of my friend in china last year to get some details about why I am being rejected and he did try to find some details , but he got the answer that this is black lited and the reason can be given only by Chinese embassy in India...I have tried ask the reason to chinese embassy in India..but the refused to give the reason

That your friend in China is being told you are on a blacklist suggests something fairly serious is going on. Unfortunately, I'm not sure there's much good advice I can offer. Sorry.
