I need help identifying the mark or what this says on a snuff bottle I purchased through an estate sale

Most folks here are studying Chinese, so it's common to answer a question with just enough information so they can finish off the research themselves.

In any event, your bottle is for Chinese medicine, not snuff.

In particular, it's for 百勝通關散 Baisheng Tong Guan San, literally "Hundred Victories Open the Gate Powder."

It was made in 廣東 Guangdong by the 萬春園 Wan Chun Yuan medicine factory, also known in English as Man Chun Yung.

Likely dates from the 1920s, give or take 15 years. If it's genuine, that is. Not unusual for odd items to be recent copies.

Who knows the specific value, but nothing to get real excited about I suspect. No doubt there are people out there who collect old Chinese medicine bottles, though.

From 889's link:

A very small amount of powder is then blown up the nose to avoid the possibility of the powder entering the Lungs.

So seems like it was a kind of snuff - a medicinal tobacco-free variety!
