Foreigners. I don't know about regulations for Chinese citizens. Google it for more information. Recent changes might be of interest.

Don't forget you also have to be concerned about the rules of the country you're entering, as well as transiting.

Last I knew it was about 5000rmb limit. That was about a year ago though,
