That said, it's the sort of document you'd expect the police to give you if you report a theft or such, in this case an Ebay package that arrived empty. Sure, I suppose someone could run this off on their own printer and fake the stamp, but that's just not credible, certainly not for such a minor thing as this. Forging a PSB document would be a very serious crime in China, and easily detected since there's a case number there. Quote

I agree with 889 that it's likely to be legit. All it said is that '<Person> came to the police station and filed a report stating he ordered a package from eBay, and when it arrived it was empty'.
