Why will you need a re-entry permit if you have ***?

PS - I live in HK and we use the HKID card to enter HK. It's been ages since I last used a re-entry permit. Take a look -> http://www.immd.gov.hk/publications/a_report_2014/en/ch3.html#c8

"After the rollout of e-Channel, most Hong Kong residents use their identity cards to travel to the Mainland or Macao. Re-entry Permits are therefore used mostly by children under the age of 11 and residents who have lost their identity cards but need to travel to the Mainland or Macao before they are issued with replacements."

PPS - You could write to the HK Immigration Department to check - enquiry@immd.gov.hk

I think the problem is his card has/will be expired, he's going for a short trip & wants to travel before he gets the (proper) new one.

But he can enter HK on his passport (assuming he has a UK or US or AUS passport or one from most European countries).

If you have a HKSAR passport, I don't think you need a re- entry permit. Take a look at Q16 here -> http://www.immd.gov.hk/eng/faq/faq_hkic.html

"Q16. After applying for an identity card, I will be issued with an acknowledgement of application for an identity card. Can I use it for travelling through the Hong Kong immigration control points?

If you only hold an acknowledgement of application for an identity card and intend to travel, you are required under the law to produce a valid travel document, such as passport or Hong Kong Re-entry Permit, at Hong Kong immigration control points."

But you should check with the HK Immigration Department (send an enquiry to their email address).

To onebir, *** is one of the codes on the HKID card. It means that "The holder is aged 18 or over and is eligible for a HKSAR Re-entry Permit". But having the right doesn't mean one needs that permit. That said, if the OP has ***, even if he/ she only has a temporary ID card, he/ she should be able to apply for a re-entry permit.
