Help: windows 10 stuck in Chinese--what does the text in this image mean

Hello,

 

I was reinstalling windows 10 in Cube i10, and the process went smoothly. Unfortunately, everything is in Chinese. I took this screen shot from what I believe to be control panel>languages. Could you help me translate what it is saying?

I am not sure what it all means but I can tell you the first line which is 英语（英国） means English Language (England).

Thanks guys. Thats very helpful. I have now connected to the internet and this is what I'm getting. I was hoping it will become click-able once connected but its not.
