That is "高等教育自学考试本科毕业证书及学位证书"

 

 

Self-taught = 自学

Examination = 考试

Higher Education = 高等教育

Diploma = 毕业文凭

Bachelor Degree = 本科学位

 

Sometime "Self-taught Examination" can be translated shortly as "自考" but it's less formal.
