cropping legislation

I am translating a brochure for an Australian law firm. It is intended to provide general information about the firm's areas of expertise and what services they offer. In the 'Energy and Resources' section, its services include 'Environmental regulation and strategic cropping legislation'. 

 

I have done quite a lot of research but am still not quite sure what 'cropping' means here. Any pointers, folks? Thanks in advance.

When it's "strategic", seems to be a term used in Australia for land which is, as part of a government strategy, designated as suitable for and dedicated to growing crops. Therefore preventing it being used for mining etc.

Strategic Cropping Land (SCL) is land that is being used or is likely to be used for cropping, because of a combination of the land's soil, climate and landscape features. The SCL trigger maps indicate the location of potential SCL.
