作vs 做

One of the current "views" of the difference in the two characters about how to define the difference as the language is being developed is 做 is the verb 作 will be used in a noun form. You can see this in many situations already... 做饭，做事，vs. 工作，写作 but here is where another distiction would come in. Words like 创作 and 制作 are verbs but because there are 双音 they would use 作. That is a theory that is being proposed and discussed.
