I haven't got time to give you a full translation, but it seems to be good news: if you can apply for and get a scholarship, then he'll accept you as a Ph.D. student. There's a bit more there.

Though I don't see any "company" in there. Sounds simply like ". . . then I agree to take him on . . ."

(It sounds like something you'd attach in support of your scholarship application.)

No, the new user was not ungrateful, he simply hasn't seen the translations.  Perhaps it was not quick enough for him and/or he got a translation elsewhere.
