Incorrect. Your sentence means in a place called 'raining'....

I am not a great translator but here goes. 我今天在外面踢足球有下雨。

Nothing grammatical in the original to suggest that 下雨 would be a proper noun.

I agree that the original is incorrect, though. Correct sentence should be "我在雨中踢足球。"
