Chinese Government Scholarship, Global scholar and Selection program

Hi guys, I'm curious as stated in the website regarding the selection of programs. I'm applying for a global scholar(non-degree) applicants and my preferred university is : 
1. Harbin Normal University
2. Dalian Foreign studies university
3. Beijing forestry university

As I'm applying for global scholar(non-degree) applicants, do I have to select the university by first going through the program search in the official website " http://www.csc.edu.cn/laihua/programsearchen.aspx?academicDegreLevel=Nondegree&teachingLanguage=&durationOfStudy=&chineseProficiencyRequire=&tuitionFees=&enrollmentDate=&scholarshipTpye= ", and apply according to the non-degree list programs and choose only the university that is in the list ? I'm curious because it seems that for non-degree applicants, the university that is on the list is only Nanjing normal university and Central university of finance and economics. Does it means I've to change my 3 preferred universities and choose only either 2 of the universities ? And also choose only programs that is on the list ? 

Anyone who've succeeded in applying for global scholar applicants can explain ? Your feedback is greatly appreciated.
