it's Chinese, the five big characters means luckiness/career in officialdom/long live/happiness and fortune, the words in following means up to a maximum level. which means wishing for great and extensive five lucks.

the other side means everything is in perfect condition and satisfying.

Dang, I was hoping it said 100% pure gold. So there's no mention of who made it, etc.
