Original Chinese Watercolor Artist Identification HELP!

Hello everyone,

 

I have a beautiful original watercolor that is signed and of excellent quality. I used to think this was a woodblock print until I removed from the frame and inspected it closer. Clearly signed and marked could you help me identify the artist?

Yeah, signed but only by a given name 信明. 寫 means draw or drawn.

The seal looks to me like 德川, the family name of the famous Japanese shogunate during the Edo period. I'm not sure how to read it If it's Japanese, Tokugawa Nobuaki or Tokugawa Shinmei.

If you're sure it's Chinese, then the seal must be 德州, either Dezhou, Shandong, China or Texas, USA. And 信明 reads Xinming.
