What movie is it?

Hello,

It is very interesting for me, what movie is this frame from? It can be seen that the person says 'What should we do, Brother Tiger?'. However, there are a lot of china (Hong Kong) movies with the person named Tiger

Judging by the fact that the character has a gun in his hand and the subtitles are in traditional characters, this is very likely a Hong Kong movie.

It's hard to tell because the angle on the actors face is very bad, but this might be Andy Lau, as he looked like in the 1990's.

I agree that it looks like Andy Lau (刘德华). Here's his IMDB page, perhaps look through the descriptions of his earlier movies to see if there's anything modern and with a mafia setting that might be it.
