Please help to identify this (presumably) ancient Chinese artifact!

Hello. My friend found some sort of medal or something on the bank of the river (Moscow, Russia). I tried to find someone who could translate what it says, but the best answer I could get that it is written in old Chinese and has to do something with Manchu dynasty. These are the best images I have for now, but I can try and take better ones if it is possible. Can anyone translate or identify the thing exactly?

Best to just use Google translate:

(But so you're not in suspense, this dates to the 1930s and the Japanese puppet state of Manchukuo in NE China. Puyi and all that.)
