歇業或重大虧損, 報經主管機關核定者

What does the 報經 mean in this sentence?  From everything else I have gleaned that the meaning of the sentence as a whole is something like "In the event of bankruptcy or major financial losses, the relevant (higher) authorities will be the ones to arbitrate."

報經 = 經(after) 上報(reporting to) 並(and) 由(by)

 

P.S. I think it's more bureaucratic language than legal jargon. We see it almost everyday.

Thanks! Condensed language like that always trips me up, as 經 and 報 feature in so many character combinations.
