The sentence above translates to  "and using the mobile phone while driving or walking is the most worrisome". I don't understand what 人 is doing in that sentence , why it's placed before 担心 and in general why it's needed in this sentence? Thanks a lot.

人 (person) is the direct object of the verb 让 (make), and 担心 (worry) is the complement. You could translate the whole phrase  as "worrying".

让 is a causative verb. It takes an object (patient) which is the subject (agent/experiencer) of another verb. The syntax is similar to English 'make/let/have/cause/allow/require someone (to) do something'. 人 here is comparable to the English indefinite pronoun 'one' or the generic 'you'.
