The sentence above translates to  "and using the mobile phone while driving or walking is the most worrisome". I don't understand what 人 is doing in that sentence , why it's placed before 担心 and in general why it's needed in this sentence? Thanks a lot.

 (person) is the direct object of the verb 让 (make), and 担心 (worry) is the complement. You could translate the whole phrase  as "worrying".

让 is a causative verb. It takes an object (patient) which is the subject (agent/experiencer) of another verb. The syntax is similar to English 'make/let/have/cause/allow/require someone (to) do something'. 人 here is comparable to the English indefinite pronoun 'one' or the generic 'you'.

 

让  人   担心

makes people  worry

 

让  人 怀疑  是否

makes one wonder whether

 

让  我 欢喜 让 我 忧

make me happy make me sad

 

老师   让  我 转告 你

the teacher asked me to tell you

 

请  让  我  自我 介绍  一下

please allow me (to) self- introduce a bit


让 领导   先 走

let the leaders (first) leave

 

让 我们 为 死难者  默哀一分钟

let   us     (for  the victims) have a moment's silence
