It is Japanese. Turn it clockwise by 90 degrees.

甲子師徒

安部榮四郎先生と偲びて

義雄

 

I might have gotten some of the small words wrong.

 

This is a piece of calligraphy done in memory of Abe Eishirou, a master of Japanese paper (making?), by a person called 義雄.

Small correction:

師走 = the 12th month of the lunar calendar (or December in modern usage)

甲子 is Chinese cyclical calendar which repeats every 60 years. The last 甲子 is 1984. (安部榮四郎 died in 1982.)

And the particle と probably should be を but I'm not very sure.
