After reading the letters im thinking it is his name and surname on the inscription Janusz Glowacki - the numer of characters would match. As requested - for further information, if it's not name related he was middle-hierarchy dignitary - namely he was the chief of the Polish Railway for some years(his highest rank). This is the normal type of inscription on Chinese art -- some elegant verse describing the scene. Since inscriptions on ceramics are fired on, it's usually impractical to personalize them on short notice.
