2018 CSC Application from Turkey

Hello! Can i apply to CSC from Turkey? Couldn't find any info on website of the chinese embassy. Is Turkey part of BILATERAL PROGRAM (http://www.csc.edu.cn/Studyinchina/scholarshipdetailen.aspx?cid=97&id=3157) or is there any way i could get a scholarship for undergraduate studies in China? I'd also like to learn Chinese. Is there any way i can get a fully funded undergraduate + language course scholarship like CSC?

Also please be aware: it is rumored that there may be changes to the foreign student policies soon.

It is also rumored that people who went to Turkey recently may have difficulties getting a visa to China.

I don't know how that applies to Turkish applicants...
