Definitely Japanese.

The signature is 栄之圖. Compare it to the one on the second painting here.

So it's a Japanese ukiyo-e (浮世絵) work done by Chōbunsai Eishi (鳥文斎栄之).

圖 (written after the script reform) means 'drawing; picture; diagram; figure; illustration; chart; graph'.
