On Youtube, I found a few episodes of 喜羊羊 (https://www.youtube.com/watch?v=ykAzXhCAI1Q), and they are perfect for me. However, there are only three or four episodes that have English subs as well. My vocabulary is not big enough yet to watch content with only Chinese subs. Do you know any simple Chinese cartoons/series that have both English and Chinese subs? Quote

You might need to search to find some with both English and Mandarin subtitles - here's a channel I found that has the episode in Chinese followed by the same episode in English (but no English subtitles, and the Chinese subtitles are somewhat fuzzy).
