It would probably sound better with 国的, but I think 国 would suffice. And I know what you're going to say - if it requires 的, that proves it's not a measure word. Unfortunately I couln't get the full texts, but have a look at these pages:

Suffice? The question is, would you ever be caught dead saying that.

两国护照 is an abbreviation to 两国的护照。  we usually use 一本护照  ,but sometimes in oral  Chinese ,  some people would  use "一个护照".  In exams, we must use  本. That is the right answer.
