ETA Just checking if that meant the famous Whampoa Academy but that seems to have been called a 官校 not a university. Says here: https://baike.baidu.com/item/鲁西北军分区 the district was given this name in July 1941 after an amalgamation of higher divisions and in July '43 was put under the control of the Southern Hebei (? 冀南) Military Region then later renamed again.
