Where did you find this phrase (what is the context)? What part are you having trouble with?

Imagine you have a cat, and the cat, being a cat, regularly feigns a look of haughty disdain for the world and for its owner.  In reality the cat is unable to live without its owner and so the cat is in a state of conflict where it appears to neither be able to stand the presence of the owner, or to be able to be without them, and the owner finds that just adorable.

 

That is the feeling conveyed by the phrase.

 

The cat might even look something like this.
