Cannot get the JW201 form, cannot get the visa

I am coming from Spain and I need the JW201 form to apply for the visa but my school just told me that their local bureau of education hasn't been responding to their calls or messages. What can I do now if that is happening? Is there any alternative? Is there hope?

It wouldn't be to unusual to get a tourist visa and sort things out in China. But what are the school suggesting - that's who you should be listening to.
