Someone I was chatting with essentially said something along the lines of: 刘星超级骚 (刘星 being the character from 家有儿女). What does 骚 mean here? I asked a couple of native speakers but couldn't get a good answer.

騷 in spoken is used to describe a type of personality, behaviour or nature which is 'dirty, vulgar, implicitly sexual'. For example, the other day I heard someone say 小狗好騷 because it was trying to hump everyone's leg.

Doesn't it mean 'flea biting horse'? --- substitute with the biting 蟲 of your choice

If the speaker is from northwest China or is a gamer, then 騷 is a compliment. See sense 9 & 10 on this page.

I'd say the usage of 骚 has become more and more extensive on the Internet or among the youth.

It's orally used to describe a person who did an impressive and amazing action(e.g. 骚操作) or a funny behavior(刘星超级骚 may refers to this).
