Does anybody know the Universities where its most likely to be granted a single room (as opposed to double room) with the CSC scholarship?

It seems Fudan might be one of these, are there any others?

HI guys. I will apply next year for a PhD. I have a question. What would happen if the university i choose has a tuition that exceeds the amount covered by the scholarship? would i get rejected or would i have to pay the rest of the money?

which one you will be granted? the scholarship result that first come out or the scholarship with bigger benefit?

Another question. Is it possible to apply to a PhD in Chinese when my level in the language is really low, almost null ? How can I get the two years of Chinese language before my degree program?

They typically automatically give it to you if you mention in your application that you don't know Chinese. You should be fine.
