Hello,

 

Could anyone tell me if the english certificate they ask when applying has to be from TOEFL? or it can be simply a document saying that I received English education at a school and able to speak it?

Hi

As far as I know not providing a document to specify your English level is only for people who have a passport from a native English speaking country.

I would recommend you to have a TOEFL ready in case the place you are from have limited dates to take the exam. They required 550 points for TOEFL ITP. But in my country´s scholarship announcement it says you can have TOEFL ITP and IBT, Cambridge and IELTS. But, like I mentioned, I think it would be better to have TOEFL ready.
