No application fee is mentioned. But they want you to pay (partial?) tuition (2000$) immediately after they send you the offer letter and before they start to process the visa forms. Seems a bit unusual.

May I ask why you want to study in this particular university?

The fact that they are looking for "reliable partners in the recruitment of international students" makes it look like they want lots of money from rich foreign students.

But this is only my feeling.
