To me, this sounds like the concept of a scapegoat in English, a semi-calque of which does exist in Chinese: 替罪羔羊 (or 替罪羊 although that doesn't have the rhythm).

 

Another more prosaic option is 待人受过.

 

 

The more florid 李代桃僵 is too positive for your purposes here.
