Every train station in Japan has signs telling women to be careful of "chikan," even to the point where during rush hours there are train cars only women are allowed to board.

 

This meaning can fit within the English meaning of "pervert," but in Japanese usage, "chikan" seems to be reserved more for an active "molester" rather than someone who's just perversely "kinky." I served a short stretch as a teacher in a girl's school, and nearly every morning there was some incident where a "chikan" had been messing with one girl or even groups of girls during the morning commute. The range of really strange behavior these guys exhibited makes western gropers and flashers behavior pale by comparison.

Sometimes we teachers would patrol some of the feeder stations leading to the school when the cold weather turned to spring just to try to reduce the number of incidents.

 

A person whose preferences and more or less private activities are deemed sufficiently strange can also be termed a pervert in English, but in Japan, a person like this is usually referred to as a"hentai."

 

I'm not sure if I went too far, and told you more than you want to know about the "translation" of your term, but it's all in the interests of accuracy...
