Not sure if you know this, but Xiaolingtong is run by China Telecom, and so is technically classified as a fixed-line service (they don't have a mobile license). This complicates things.

China Unicom and China Mobile have interconnection agreements internationally for things like SMS, not China Telecom. This means that the handling of mobile interconnections would be handled by these companies, and I can't imagine they'd accept SMSs directed to fixed-line numbers.

So I'm sorry to say it, but I think you're out of luck. Can you not just buy a used GSM phone for whomever you want to talk to in China? Used phones can be very inexpensive. If all you want to do is send SMS, 100 RMB should be enough.
