Applying to CSC for a second master or a second Phd?

About to finish my Ph.D. in Beijing as a financially self-supported student ( No scholarship, I pay tuition myself ). I want to stay in China for another 4 years to learn Chinese and do another Masters or Ph.D. in a similar field, is that possible? 

My master's from Australia if that matters.
