So i was talking to an agent from at0086 which is helping me to apply to a university . I want to apply for two universities :

zhejiang normal university and xidian university .

the agent said that both of these universities do not require IELTS test to apply . Is that true ?

Personally I wouldn't trust that at0086 company... seems really sketchy to me. and too needy. I know the universities need some type of English certification if you aren't a native speaker.
